ERA Awards the Most Expensive Road Project

The Ethiopian Roads Authority (ERA) has signed an agreement with Rama Construction Plc for the construction of the so far most expensive road project at a cost of 69.2 million Br a kilometre.

The road, extending from Azezo-Gonder, covers 12.6 kilometres and will be constructed at a total cost of 871.6 million Br. The project takes the place of the Melka Jebdu – Dire Dawa road projects, which cost the Authority 63.5 million Br per kilometre. Nevertheless, the road is three times less expensive than the most expensive highway road project, Qality Interchange – Tulu Dimtu Highway.

The Azezo-Gonder road has two lanes with a 10.6 metre width on each side, accommodating six cars at once. The lanes have 2.5 meters of dividing section (central reservation). The road also has sidewalks on both sides, stretching three metres each. It also has three bridges as well as 34 drainage pipes. It is expected to be completed within two years.

The contract was signed between Araya Girmaye, director general of ERA, and Ferew Tedla, managing director of Rama, on May 23, 2017, at Hilton Addis Hotel. Rama previously executed Tsegede Junction – Ketema Nigus upgrading road project, according to Daniel Shiferaw, road and industry coordination department manager at Rama.

The project was signed along with 18 more new road projects located in five regional states. Out of the total 19 road projects, 12 of them were awarded to local contractors, while the remaining are to be constructed by Chinese companies.

These 19 projects cover a total of 1,007 kilometres, raising the number of road projects awarded to contractors to 50, costing the government 43.4 billion Br. The construction of these roads will create job opportunities for 25,000 people.

This contract signing ceremony is a record high in terms of the number of projects signed in a day. Two years ago, the Authority awarded 13 projects in a single day, which was the highest until the signing of the new projects, according to Samson Wondimu, communications director at ERA.

Among the 16 contractors that won the right to construct the projects, Sur Construction, Bridge Construction Plc, Rama, Aser Construction Plc, Zongmei Engineering Group, China Gezhouba Group, and Shandong Highway Construction have previously worked with ERA.

On the other hand, Tekleberhan Ambaye Construction, Eshetu Lemma Road Construction, Jiangxi Water & Hydropower Construction and China Railway 21st Bureau Group are working with ERA for the first time.

The consultancy for 17 road projects is not yet decided as it is in the bidding process. SG Consulting Engineers and Net Consulting & Architects are selected to supervise two of the projects. The former supervise the 36 kilometres long Babile-Fik road project constructed by Yotek construction, at the cost of 447 million Br. Net Consulting worked on the 30.5 kilometre long Bole Junction- Weteredno flower plantation development constructed by Eshetu Lemma Construction at a cost of 360 million Br.

Apart from the 19 projects, an agreement for a feeder road project in Hosena was meant to be signed with Yosef Teketle General Contractor on the same day, but the agreement could not be signed because the documents of the accord were not fulfilled, according to Samson.

Zongmei Engineering Group won the least expensive road project at 7.4 million Br per kilometre to construct the Ambo to Gedo Asphalt.

Third Expressway to be constructed

The Ethiopian Roads Authority (ERA) is considering only Chinese companies for the construction of the nation’s third expressway, which will extend the Addis-Adama Expressway, with an estimated cost of 12 billion Br it secured from the EX-IM Bank of China.

For the project, the Authority re-announced a non-inclusive tender, only inviting Chinese construction firms. ERA announced the tender on June 1, 2017, in the daily state newspaper, The Ethiopian Herald.

The government has already secured the finance for the 120km project from EX-IM Bank of China. The road will be an extension of the 84.7km Addis-Adama Expressway.

The first bid was announced in July 2016 but it was subsequently cancelled as the Authority believed the offers made by the companies were highly inflated, according to Samson Wondium, communications director at the Authority.

The road will have two lots; the first lot extends from Adama to Wolnchiti, covering 60km, and the second will extend from Wolnchiti to Awash, having a same length of 60km. The roads will pass through Amhara, Oromia and Afar regional states.

This expressway is part of a project that the Authority plans to construct from Adama to Messo town through Awash, all located in the eastern part of the country, with a total length of 202.5km and an estimated cost of  20.2 billion Br. ERA divided the project into three phases, the first starting on the outskirts of Adama destined to reach Dire Dawa.

The announcement invites companies to design and build the expressway. The project will also include link roads, overpass bridges, underpasses, interchanges and toll plazas.

It also requires the companies to have a five-year experience in constructing expressways and have an annual turnover of three billion Br.

“Since we secured the finance last year from China, we invited only Chinese companies, which have a vast experience in the area,” said Samson.

To conduct a preliminary study and assessment of the project, ERA hired a Chinese company, Beijing Expressway Supervision, and an Ethiopian firm, Beza Consulting Engineers Plc, for 41.1 million Br in 2013. The two companies submitted the study in 2015. They found that an estimated cost of the project was 100 million Br per kilometre. But this cost might inflate, as the study was done two years ago and while working on the detailed design of the road.

This expressway is expected to cut the drive from Adama to Awash by half, according to Samson.

The new road will be an extension of the county’s first ever expressway, which was inaugurated three years ago. China Communications Construction Company (CCCC) build the six-lane Addis-Adama Expressway at the cost of 11 billion Br. The 25pc of the cost was from the government’s offer while EX-IM Bank of China financed the balance amount in a loan arrangement.

The second expressway, extending from Modjo to Hawassa, is underway with an estimated cost of 700 million dollars. The 218km road is divided into four phases, and the construction of one of the phases kicked off in 2015, at a cost of 3.6 billion Br. Covering 72km, the project was awarded to Chinese Railway No.7.

For the second phase of the Growth & Transformation Plan (GTP II), the country targets to construct a 761-kilometre highway, including the Adama to Awash Expressway. The country’s road network has reached over 110,414kms and is targeted to reach 220,000kms in the coming three years.

Upon completion, the Adama to Awash expressway project will facilitate the logistics from Djibouti to Addis Abeba, according to Samson.

On a daily basis, over 22,000 vehicles pass through the Adama to Awash road, which serves as a gate for over 90pc of the country’s import and export volume, according to data from ERA.

The Addis-Adama project is the most expensive expressway  so far with 131 million Br a kilometre, which is 91 million Br lower than the most expensive road project to date, Qality-Tulu Dimtu Highway. The Adama-Awash Expressway follows it with an estimated cost of 100 million Br a kilometre, and Modjo-Meki comes third with a cost of 48.6 million Br a kilometre.

The financial opening of the Adama to Awash project will be held in July 2017.

Passanger Terminals to be constructed for Semera & Hawassa Airports

The Ethiopian Airport Enterprise (EAE) has signed a 276 million Br contract with two local companies to complete the construction of passenger terminals at Semera and Hawassa Airports.

The Enterprise contracted two companies, Afro Tsion Construction and FE Construction Material Rental Production & General Contractor Plc, to finalize the projects in less than a year.

 

The signing between the CEO of the Enterprise, Tewodros Dawit, and the representatives of the two contracting companies, was held at the Enterprise’s premises near Bole International Airport, on February 3, 2017. FE Construction was awarded the contract for the Hawassa terminal at a cost of 126 million Br.

The company was established in 2000 with 300,000 Br capital. This is the first time FE has worked with the Enterprise, although the company currently has projects with Dire Dawa and Bahir Dar Universities. It has more than 20 projects worth almost three billion Birr and has over 500 permanent employees.

The construction of the Hawassa Terminal was preceded by the completion of the runway. The Hawassa Airport started services four months ago; the runway cost was just over half a billion Birr. The airport has the capacity to serve three Boeing jets, including the Boeing 777, and was constructed by YOTEK Construction Plc.

“The terminal was supposed to be constructed with the runway,” said Tewodros. “However, it suffered delays because of a lack of external financing. We decided to use our own budget in the end.”

YOTEK has almost completed a five-kilometre stretch of the 25km asphalt road connecting the airport with the city of Hawassa under its agreement with the Enterprise. However, the construction on the remaining 20km, which will be contracted under the Hawassa City Administration, has still not been awarded.

The Hawassa Airport opened in the midst of the development of an industrial park in the city. The park serves global companies in the garment and apparel industry, such as the America-based Van Heusen (PVH) – owner of popular brands such as Tommy Hilfiger, Calvin Klein and Vanity Fair, Indian apparel maker Raymond Group and Arvind Ltd, as well as local companies.

Afro Tsion won the contract to build a passenger terminal at Semera Airport for 150 million Br. The project is expected to be completed in less than a year. It also won the contract for the runway. In August 2016 it was announced that most of the work of the airport had been completed. The Airport serves travelers going to and from Afar Regional State, and tourists to the Ertale volcanic site and the Danakil depression. Established in 1998 with a capital of 50,000 Br, the company is also constructing the runway for Jinka airport.

“We have already finalized the earth work and we are preparing to start asphalt work,” said Sisay Desta, CEO and founder of Afro Tsion Construction.

Each of the two terminals will have the capacity to serve up to 130 passengers at once.

Currently, the Enterprise is constructing five projects including Robe, Jinka, and Shire airports.

At the end of the timetable of the second edition of the Growth and Transformation Plan, the Enterprise has set a target to increase the number of airports in the country from 25 to 30.
